bt区的附件下载是不是不要金币？

看完版规没看见关于需要金币的说明。弱弱的问一个问题，
很多有这句”持續做种五日不間斷，最好的下載時間為發布第二日至第五日。“
是不是这几天下载特快？为什么？什么原理？
